Authorizes management committees in export processing zones and industrial areas to manage labour matters involving labour inspection, the provision of guidelines regarding labour contracts, implementation of the Labour Code, work books, and collective agreements. Management committees shall issue permits to foreign workers, recruit workers, and guide parties to a labour dispute. Management committees shall also carry out investigations in cases of industrial accidents.

Section II sets forth penalties for offences regarding occupational safety. Cong Bao (English translation), 1998-10-20, No.29, pp. 12-17
Provides for the inspection of enterprises. Chapter I prohibits the abuse of inspection and obstruction of inspections. Chapter II provides for the drawing up of inspection plans by competent monitoring agencies; Chapter III subsequently provides for the procedure of inspections. Inspections shall not last more than 30 days. Chapter IV sets out the rights and responsibilities of enterprises and inspection agencies. Enterprises shall have the right to refuse inspection pending a decision by a competent state agency.
