This Act amends legislation relating to industrial relations practices and procedures. Part 1 amends the Defence Act 1903 to give the Tribunal the right to choose persons to be heard, and to provide for circumstances where a single member conducts Tribunal business, and procedures for review of his actions. Part 3 amends the Industrial Relations Act 1988 to allow for appointment of Senior officers, and other minor amendments. Part 5 amends the Trade Union Training Authority Act 1975 to provide for an Executive Officer who can act on behalf of the Authority, and the conditions of his appointment, and to establish an Executive Council and Regional Advisory Councils, and provide for their membership, powers, and functions. These Regulations, issued under the Occupational Health, Safety and Welfare Act 1987 (date of commencement: 16 Sept. 1988), contain detailed provisions on workplace standards, safety precautions, work processes, hazardous substances, safety in construction work, noise control, hygiene and so on. They set forth an employer's duties, particulary notification of accidents, provision of medical examinations and training and informing workers. Health and safety representatives are to pursue introductory courses; the Regulations specify their rights to pay for time spent on health and safety activities (s. 203). Schedule 3 appended to the Regulations sets time-weighted average exposure standards for atmospheric contaminants (asbestos, lead dust, vinyl chloride, etc.).
