- Law on Response to Memoranda and Requests for Explanations (RT I 2004, 81, 542; 2007, 12, 66);
- Law on Adult Education (RT I 1993, 74, 1054; 2010, 41, 240).

Provides for conditions of, procedure for and methods of access to public information. Also regulates access to restricted public information to the extent this is not regulated by other Acts, as well as exercise of state supervision over the organisation of access to information. Does not apply to information that is classified as a state secret, as well as to some other type of information. Public information is information which is recorded and documented in any manner and on any medium and which is obtained or created upon performance of public duties provided by law.

Act on cultural autonomy of minorities of 26 October 1993.

Defines the notion of "national minorities" and provides for the right to preserve ethnic identity, cultural traditions, mother tongue and religious beliefs. Establishes a national register of national minorities containing information such as, inter alia, name, place of residence and religion. Provides that a person can have his/her record deleted upon resquest. Sets out details of the procedure for establishing the main organizations for cultural autonomy and provides for the financing of activities of related educational, cultural and social care institutions. Repeals Law on the Ethnic Rights of Citizens of the Estonian SSR of 15 December 1989. Available in English.
