The revised version effects changes necessitated by the abandonment of the one-party state ideology, including, inter alia, reinforced emphasis on human rights rather than "socialism and self reliance"(art. 9),the elimination of the leading role of the Party, and the introduction of conditions concerning the tenure of office (articles 53 and 57). Chapter 1, Part II specifically provides rights to equality before the law, work, just remuneration, and freedom of association. It also stipulates a duty to participate in work. Chapters 4 and 5 provide for relations with Zanzibar and the structure of the Revolutionary Government of Zanzibar.

Comprehensive legislation regarding conditions of employment applying to workers in the private sector, with the exception of seafarers. Part Two establishes a Labour Commission and provides for Labour Commissioners who shall implement the Act, conduct labour inspections, ensure that foreign workers are in posession of a work permit, and inquire into labour disputes. This Part also establishes an Industrial Court. S. 16 provides for freedom to join trade unions, with certain restrictions regarding trade union activities in free economic zones. S. 17 provides for workers' participation in enterprise management. Part Three regards registration of employers and employees, recruitment, employment of foreigners, and work permits. Part Four covers employment contracts, transfer of contracts, termination of employment, oral contracts, and collective agreements. Part Five provides for duties of employers with respect to wages, payment of wages, minimum wage, employment accidents, meals and accomodations, hours of work (maximum 10 normal working hours a day), overtime, rest, paid leave, and sick leave. Part Six deals with disciplinary measures, including dismissal. Part Seven relates to retirement, dismissal, and redundancy. S. 98 prohibits dismissal due to affiliation with a society or trade union, or for reasons of ethnicity, religion, sex, family status, pregnancy, or absence from duty due to maternity leave. A Labour Advisory Board with the function of advising the Minister on labour matters is established in Part Eight. Also establishes Conciliation Boards with the purpose of regulating labour disputes. Part Nine covers special categories of employees. Female employees are protected from sex discrimination (s. 111(2)), and are provided maternity protection and maternity leave (3 months after delivery every 3 years). Night work for women is prohibited (s. 112). Also prohibits employment of children (defined as a person under 17 years of age), and discrimination against disabled workers. Repeals sections 21,23,24,25,26,27 and 38 as renumbered and renumbers section 22-46 as sections 21-39 respectively.

Part II stipulates obligation to register newspapers; Part III obligation of publisher to execute and register bonds in the office of the Registrar. Part IV contains general provisions relating to newspapers, including provision on prohibition of publication of newspapers. Part V deals with offences against the Republic, and Part VI with defamation. Finally, Part VIII provides for special procedure for trial of cases of defamation in suits of civil nature.
