First introduced as the Constitution of the Federation of Malaya in 1957, subsequently introduced as the Constitution of Malaysia on 16 September 1963. Part II outlines fundamental liberties, including right to personal liberty, freedom of speech, assembly and association. Art. 6 provides protection from forced labour. All persons are equal before the law and there shall be no discrimination based on religion, race, descent or place of birth (Art. 8). This Article does not invalidate provisions regulating personal law, or provisions or practices "restricting office or employment connected with the affairs of any religion, or of an institution managed by a group professing any religion, [and] to persons professing that religion." Part III governs citizenship. Part IV governs the Federation. The Supreme Head (Yang di-Pertuan Agong) is elected for a five-year term by the Conference of Rulers. Also contains provisions relating to the Executive and Federal Legislature. Part IX covers the Judiciary; Part X the public service. Emergency powers are regulated in Part XI. Attached are thirteen subsequent Schedules. The First and Second Schedule regulate citizenship; Schedule Three regulates the election of the Supreme Head.
