Regulations made in pursuance of the Constitution for the purpose of strengthening administrative supervision, improving administration and administrative efficiency, and encouraging State administrative organs and their functionaries to be honest, to serve the public and to observe discipline and the law. Article 1 - States the aim of the regulations Article 2 - All employees as defined in the regulations, who have continuously worked with their employer for more than one year shall be entitled to paid annual leave. Article 3 - Lists the number of days employees are entitled to. This depends on the number of years worked (e.g. if employee has worked less than 10 years cumulatively, they are entitled to 5 days, if more than 20, they are entitled to 15 days). Article 4 - Lists the circumstances under which employees are not entitled to paid annual leave. Article 5 - Employers are to plan annual leave according to actual production and work status taking into account the personal preferences of the respective employees. Article 6 - The personnel department and labour and social security department of local people's governments at county level or above are to supervise the implementation of these regulations. Prescribes an eight-hour per day, 44 hours of work each week for employees in all enterprises, state bodies and public institutions within the territory of the People's Republic of China. The 44 hours limit may be extended in special circumstances according to provisions of the State. If there is difficulty in implementing 44 hours of work, it may postpone implementation until 1 May 1994.
The amended text of 1995 provides for a 40-hour regular work week.

Employees who disregard this provision "will be dealt with seriously", unless "they return to work of their own accord within one month and make an earnest self-criticism", in which case they will be dealt with "appropriately" (regulation 5).
