Les personnes concernées par cet accord doivent avoir entre 18 et 40 ans et doivent avoir achevé leur formation professionnelle ou présenter des aptitudes professionnelles comparables. Un contingent de 2000 personnes par an pour chaque Etat partie est fixé. Le séjour, d'une durée de un an prorogeable jusqu'à 18 mois doit être précédé d'une demande préalable de visa. Les personnes bénéficaires de l'accord sont exemptées de tout droit d'entrée.
