The objective of this Act is to ensure quality health care and patient safety by identifying requirements for education, skills and practices of health care workers. The Act is divided into the following four chapters:
Chapter I - General Provisions
Chapter II - Certified health care professionals
Chapter III - Rights and obligations of health care workers
Chapter IV - Miscellaneous provisions.
Repeals the following Laws:
- Law on Physicians, No. 53/1988;
- Law om Dentists, No. 38/1985;
- Law on Nursing No. 8/1974;
- Law on Social Work, No. 95/1990;
- Law on occupational therapy, no. 75/1977;
- Law on Midwifery No. 67/1984;

- Law on Biomedical Scientists No. 99/1980;
- Law on Opticians, No. 17/1984;
- Law on nurses aides No. 58/1984;
- Law on physiotherapy, No. 58/1976;
- Law on social pedagogues, No. 18/1978;
- Law on on educational qualifications for workers within the health sector No. 24/1985;
- Law on psychologists, No. 40/1976;
- Law on qualifications of dental technicians No. 109/2000.

The Act is a consolidation of Act No. 16 of 1965 on the Pension Fund for Nurses as amended through Act No. 14 of 1969, Act No. 17 of 1978 and Act No. 141 of 1996. It contains detailed provisions concerning contributions of benefits, retirement age, assessment of disability, disability benefit, survivors' benefit and old age benefit.

The authority of the regulation arises out of Act No. 83 of 1993 on the recognition of education and diplomas and out of Act No. 116 of 1993 to amend various acts regarding the health and insurance sector according to the European Economic Area Agreement. It contains provisions regarding inter alia doctors, nurses, midwives, pharmacologists and dentists. The European Union directive is printed as an appendix (75/362/EBE).
