This orders prohibits the employment of any foreigner unless prior approval of the Central Employment bureau is obtained. It also establishes the procedures and conditions for the employment of foreigners.

Law No. 10 of 1989 concerning the Rights and Duties of Arab Citizens in the Libyan Arab Jamahiriya.

The four Sections of this Law entitles all Arab citizens the right to enter and reside in Libya. Arab citizens shall possess all rights and duties accorded to Libyans.
