Les employeurs qui occupent des chômeurs inscrits au service de la collectivité ont droit à un remboursement de 70 pour cent du coût direct de ces emplois, pour une durée ne dépassant pas une année par emploi créé. La durée (4 ans) prise en considération aux fins de l'assurance-chômage (art. 27 de la loi de 1991) peut être prolongée de la durée du service militaire. Si le bénéficiaire de prestations de chômage refuse d'accepter un emploi ou de suivre un cours de formation professionnelle approprié, il peut être déchu de son droit à prestations. Les prestations cessent également d'être versées si le bénéficiaire retrouve un emploi rémunéré, sauf s'il s'agit d'un travail rémunéré à la commission et si le revenu mensuel ne dépasse pas 50 pour cent du SMIC. Les employeurs et les salariés doivent verser une contribution au Fonds de solidarité pour les chômeurs. Sont également modifiées les charges sociales pesant sur l'employeur. Aux fins de l'assurance-chômage, sera prise en considération la durée de travail pendant les 4 années précédant la cessation de la relation de travail, jusqu'au 31 décembre 1996.

Modifications concernant: (1) l'obligation pour les bénéficiaires d'une allocation de chômage, d'une prestation de retraite anticipée ou d'une prestation de pré-emploi de déclarer toute activité rémunérée au Centre de l'emploi; (2) la création d'une Commission sur le marché du travail, d'un Conseil national pour la formation professionnelle et de Conseils départementaux du Travail (y inclus un pour Budapest) avec la participation des représentants des employeurs et des employés; (3) les prestations de retraite anticipée payées par la Fondation pour l'emploi sont suspendues si le bénéficiaire s'engage dans un travail rémunéré et reçoit un salaire égal ou supérieur au salaire minimum; (4) les changements dans les obligations des employeurs qui prévoient une réduction importante dans le nombre de leurs salariés quant aux déclarations à faire; (5) les prestations de l'assurance-chômage ne sont pas accordées ni aux bénéficiaires des prestations de vieillesse ou d'invalidité, ni à ceux qui travaillent pour un salaire égal ou supérieur au salaire minimum, ni aux personnes endétention; (6) les prestations de l'assurance-chômage sont calculées en fonction du salaire antérieur et de la durée de travail du chômeur concerné; (7) les allocations de pré-emploi peuvent être accordées pendant une période de 6 mois au maximum aux jeunes chômeurs qui ont reçu leur diplôme professionnel dans les 18 mois précédents et qui n'ont pas droit à une prestation d'assurance-chômage.

Au titre des dispositions générales figurent notamment: l'égalité de chances de tous les travailleurs en ce qui concerne l'emploi et l'aide en cas de chômage, indépendamment du sexe, de l'âge, de la race, de l'origine sociale, de l'ascendance nationale, de l'opinion politique et de l'affiliation à une organisation de travailleurs; le droit de bénéficier gratuitement des services de l'Organisation du marché de l'emploi; la libre prestation de services d'emploi moyennant notification au ministère du Travail et enregistrement; les obligations du ministère du Travail, des employeurs et des travailleurs en matière d'emploi et de chômage. Le chapitre II traite des organes de conciliation en matière de travail, ces organes (tripartites) étant la Commission du marché de l'emploi et les Conseils du travail des comtés. Le chapitre III régit les programmes de soutien à la promotion de l'emploi: formation et aides aux chômeurs désirant créer leur propre entreprise, aux employeurs qui engagent des chômeurs, à la création d'emplois, en cas de travail à temps partiel ou de retraite anticipée. Le chapitre IV énonce la procédure applicable en matière de licenciement. Le chapitre V définit les mesures en faveur des chômeurs: allocations de chômage, retraite anticipée, remboursement des dépenses afférentes à la recherche d'un emploi. Le chapitre VI traite du financement des mesures en faveur des chômeurs et des programmes de soutien à la promotion de l'emploi: cotisations des employeurs et des travailleurs au Fonds de solidarité pour les chômeurs et prestations du Fonds de l'emploi. Le chapitre VI définit la structure et les fonctions de l'Organisation du marché de l'emploi: ministère du Travail, Centre national du travail, Centres du travail des comtés, bureaux locaux du Centre du travail.
