Establishes a Social Welfare Council to conduct social welfare work through coordination, resource mobilisation and promotion of social organizations. In addition to general social welfare programs, the Government may provide special programs for the benefit and welfare of children, aged, destitute and disabled persons; for the protection of the interests of women; and for unemployed, poor and uneducated persons.
