Provides that an employer shall, at the time of paying the wages of a worker, issue to him a pay slip stating, inter alia, the workers name, category and social security number, total number of days on which he was present at work, his total wages, every deduction made and hours of extra work. Where a worker has remained in continuous employment with the same employer for 12 consecutive months in a year, he shall, at the end of that year, be entitled to a bonus equivalent to 1/12 of his earnings that year.

Regulation 4 firmly establishes the right of such workers to paid leave. A first schedule specifies minimum wage rates by occupational category. A second schedule contains detailed provisions governing hours of work (normally 45 per week), overtime, remuneration, annual leave, sick leave, overseas leave (two months for 15 years of service, including at least one month with pay), maternity benefits (basically 12 weeks with allowance), transport to and from work, protective equipment, prohibition of employment of women and young persons in arduous work, work with an alternative employer, end-of-year bonuses, terms of employment (worker having spent 80 per cent of a crop season in service of an employer shall be provided with employment in the following crop season), etc.

Licensing fees paid may be applied to satisfy any liability incurred in respect of a recruited worker. The Regulations require licensees to keep a register, to permit inspection of records and premises, and to draw up contracts in English or French. The recruitment contract must contain the terms and conditions specified in the Third Schedule of the Regulations (including nature and hours of work, duration of contract, salary or wages, leave and passage entitlements, facilities for remittance of earnings). Repeals the Recruitment of Workers Regulations 1948.
