Operating principles of the programme include: nurturing respectful attitude and belief in value of work, especially among the youth; integrating employment policy with the country's economic development trends, investment policies and regional and local development factors; enhancing participation of government and non-government organizations; encouraging productive employment of citizens; and ensuring transparency of activities and accessibility of information on the labour market.

Made under Article 9 of Law on Expatriate and Foreign Workers. Sets forth rules regarding charges for job placement, including full and partial exemptions from such charges. Charges levied for job occupied by foreigner shall equal double amount of minimum wage fixed by Government. Diplomatic missions, as well as offices of international organizations and of humanitarian and development agencies, are exempt from such charges.
