Defines the status of unemployed school graduates. The person must be under 25 years of age (30 years of age if he has a university degree); he must comply with all requirements needed for commencing employment; he must be registered by the county or Budapest labour centre; he must be willing to work even if the labour centre is unable to offer him an adequate job. The labour centre provides information on placement opportunities and on grants to promote employment at educational fora. It also organises job-markets. On the basis of a so-called cooperation plan, the labour centre provides a service that is adapted to the individual assets of the unemployed graduate. Determines the conditions for obtaining working experience. On the basis of the labour market, the county labour council determines the conditions for obtaining the grant provided by the council and the range of training courses in which the labour centre supports the participation. If taking advantages of the grants, the unemployed graduate will be subject to the obligation to co-operate. The competent labour centre shall pay the fee of the training provided for the unemployed graduate. Also provides for the conditions for granting other kinds of employment subsidies.

Ce type de travail n'est autorisé pendant les jours de repos, les jours de congé officiels et la nuit que s'il est absolument nécessaire pour le bien public. Les femmes enceintes et les mères d'enfants de moins de 3 ans ne peuvent pas être obligées à accomplir de tels travaux. Les chômeurs qui doivent exécuter des travaux au service de la collectivité doivent être prévenus par écrit 5 jours avant le commencement des travaux (un jour en cas d'urgence). Sauf empêchement majeur, le chômeur doit se présenter, prêt au travail, au lieu et à l'heure prévus. Par contre, la collectivité doit lui fournir les outils de travail. Le salaire pour le travail accompli doit être versé dans les 10 jours. La collectivité a droit de demander une subvention pour financer ce type de travail auprès le centre d'emploi compétent.

Ce prêt, qui ne peut être accordé à une personne qu'une seule fois, est remboursable sans intérêt selon un échéancier fixé. Si le projet de création d'une entreprise agricole est abandonné ou si le bénéficiaire cesse d'exploiter les terres, le prêt doit être remboursé avec les intérêts. Ce prêt est accordé par le Fonds pour l'emploi.

Le chapitre V définit les mesures en faveur des chômeurs: allocations de chômage, retraite anticipée, remboursement des dépenses afférentes à la recherche d'un emploi. Le chapitre VI traite du financement des mesures en faveur des chômeurs et des programmes de soutien à la promotion de l'emploi: cotisations des employeurs et des travailleurs au Fonds de solidarité pour les chômeurs et prestations du Fonds de l'emploi. Créé une Fondation en faveur de l'emploi et précise la provenance de ses ressources. Elle prend notamment en charge l'aide aux activités facilitant l'emploi, l'assistance des chômeurs et les dépenses dues à l'organisation d'un marché du travail. Sont également créés un centre national et des centres départementaux pour le travail, qui seront chargés d'organiser le développement de l'emploi dans le pays et de conseiller les demandeurs d'emploi et les organismes de formation professionnelle. Prévoit l'obligation pour un employeur de plus de 30 salariés envisageant une réduction dans le nombre de ses salariés de 25 pour cent ou plus (ou de 300 ou plus), d'avertir, 3 mois à l'avance, le centre pour l'emploi et le(s) syndicat(s) présent(s) dans l'entreprise concernée. L'employeur est également tenu de mettre en place un comité, comprenant des représentants des salariés, chargé de définir les modalités de la réduction de personnel.
