This Law consists of 11 Chapters divided into 75 articles. Chapter I contains general provisions. Protection of the air is dealt in Chapter II. Protection of seas and marine resources is given in Chapter III. Protection of water resources is provided for in Chapter IV. Protection of food and foodstuffs is refered to in Chapter V. Chapter VI deals with environment saving. Chapter VII addresses the protection against common diseases. Chapter VIII relates to the protection of soil and plants. Protection of wildlife is given in Chapter IX. Transitional provisions are contained in Chapter X. Offences and penalties are given in Chapter XI. This Law provides for the protection of the environment from pollution including air, water, soil and food (art. 2). All concerned authorities shall adopt all best ways and methods for the protection of the environment (art. 6). Article 7 establishes the Technical Centre for the Protection of the Environment with the competence to lay down plans and programmes related to environment, environment protection, cooperation with international organizations in removing the causes of pollution, issuing permits, updating international agreements and treaties concerning environment, and to EIA. The Centre shall have the right to inspect concerned agencies and offices (art. 8). Article 17 provides for the control on the emission of smog generated by vehicles. Fishing gear and fishing methods, definition of meshes, and protected species are specified in articles 19-21. Provisions on pollution caused by ships and by oil are defined in articles 22 and 23. Concerned authorities shall define the list of ports for receiving waste disposal (art. 28). The Control Guide shall have the right to inspect ships (art. 32). It shall be prohibited to throw or drain waste and radioactivity materials in the sea (arts. 34-37).

The Law replaces articles: 44, 116, 132(para I), 136(para I) and 168 of the Labour Code. Article 44 provides that these provisions apply to an employee who is not insured regularly at the national social insurance institute. Employees who are fully insured by the institution are entitled to daily financial assistant due to the disability that the employee had suffered from during his work. Article 116 provides that only one workers union is allowed for each profession in each district. Also repeals article 23(3), and 25(3) of the National Insurance Act.

Article 35: amened to provide that an employer is not allowed to reduce the salary of an employee by more than 10% to cover a loan provided by the employer, and he is not allowed to take commission of any kind on such loans. this excludes bank loans that are given to bank employees. the employer is also prohibited from forcing his employers into buying his products.
Article 40(last para): The vacation days are to be calculated according the percentage of yearly working days of each employee.
Article 52: The name "general manager" is replaced with the term "specialized office manager".
Article 87bis: this article is added and its as follows: "each employee has the right of fully paid leave during public holidays, and the employer has to pay double time if he needs his workers to work during the public holidays"

Amends certain provisions of Penal Code. Section 359 provides for freedom of labour. A person shall be sentenced to imprisonment for no less than one year and to a fine between 100 and 500 dinars if he or she uses force, violence, terrorism, threats or illegal acts to force another person to cease working or to force an employer to employ an individual, or to prevent him from employing a person. Same sanction shall apply if the intention of the person is to prevent any other person from membership in trade union.

Article 1 provides that labour relations are to be regulated by the provisions in the attached law. Regulations are to be issued by the General People's Committee and shall contained detailed provisions as set out in the law (Article 2). Repeals Labour Law No. 58 of 1970 and its amendments, Law No. 55 of 1976 on the Civil Service and its amendments as well as Law No. 15 of 1981 on Wage Scales for National Workers and its amendments.

The following outlines the contents of the attached law:
Part I: General and Common Provisions; applies to all labour matters [content of Chapters: Employment and Producer's Affairs Office; Organization of Work and Employment; Employment of Women and Young Persons; Leave; Health Care and Social Welfare; Trade Unions and Collective Bargaining; Common Provisions].
Part II: Partnership Relations; organizes the status of partnerships in economic, trade, industrial and service units and which consist of a group of partners in endeavour, capital or both.
Part III: Contractual Labour Relations; organizes the situation of the following categories of workers:
- Workers in companies owned totally or partially by the community.
- Workers in the private sector with a labour contract.
- Workers in national or foreign corporations and establishments, and assimilated entities.
Part IV; Regulation of Labour Relations; organizes the status of workers in public secretariats, sectors, institutions, authorities and boards with the exception of those categories of workers whose status is subject to special rules and regulations according to the terms stipulated in the present Laws and Regulations.

Recruitment agencies are to keep records, register job seekers, organise training and communicate to the competent authorities each month the name of job seekers that have been placed in jobs. Recruitment agencies may provide, against payment, work opportunities. The Labour Force offices are to inspect and evaluate recruitment agencies. Establishes a Committee to establish fees for job seekers, analyse problems with recruitment agencies, and propose rules of procedure.

This Decree amends several articles from the Minister of Labour and Social Affairs Decree on Organizing the Professional Training Centers and Courses of 1973 by replacing the old text with the following new text:
Article 13(2) "his age is not to be less than 15 years of age or more than 25 years"
Article 19 "The intern has to wear the uniform that is given to him for free throughout the training period"
Article 26 "The instructor is to be given a bonus of at least 40 dinar at the end of each month depending of the type of training he is giving".

This Decision consists of 5 Sections. The establishment of fisheries cooperatives and required documents are dealt with in Section 1. A cooperative shall be made up of a minimum of 20 members and shall be required to be fully engaged in fishing as well as own licensed boats (art. 1). To apply for the establishment of cooperatives, the following documents shall be necessary: copies of charter and internal organization documents signed by members; bank deposits for member shares; list of all members and number of shares held; a proof that all members participate in fishers Nakabah (associations); signed declaration that on e is not a member of another fishing cooperative; and, copy of the boat ownership certificate (art. 2). Articles 3 and 4 deal with the reviewing and processing of the abovementioned documents in different SMW departments (acceptance or refusal of applications). The cooperative charter documents shall contain date, place of issue, name of cooperative, purpose and area of work, capital and share value, name of each member, place of residence and occupation (art. 5). Re-announcement of the cooperative established before Law 23/91 are dealt with in articles 6-8. Membership conditions and reasons for withdrawal are provided for in section 2. Reasons for withdrawal of membership may include: voluntary reasons, failure to abide to the conditions, arrangements for reimbursement if eligible, etc (arts. 10 to 14). Sections 3-5 deal with the following matters: Cooperative Administration Committee; Cooperative financial organization; Cooperative closure.

Management of fisheries cooperatives is provided for in Chapter V in particular: the General Assembly; The General Popular Committee for Marine Resources; and Competencies of the General Popular Committee. Chapter VI pertains to cooperatives' financial system such as sources of incomes. Exemptions and advaantages provided for in Chapter VII. Control of cooperatives dealt with in Chapter VIII.
