Deals with various aspects of publishing. Divided into 9 chapters. Chapter 1 contains definitions. Chapter 2 contains general provisions regarding publishing houses, including requirements for owners and managers of publishing houses. Chapter 3 regulates circulation of publications. Establishes that no person shall be allowed to sell or circulate publications in a public space without permit obtained from the competent authority. Chapter 4 deals with newspapers, periodic publications and news agencies. Chapter 5 provides for import and export of publications, newspapers and news letters. Provides that non-nationals who are not registered for this purpose at the Ministry may not import or export publications or newspapers. Chapter 6 deals with films and similar work. Chapter 7 establishes which material is prohibited from publication. Sets forth prohibition to criticise President of the Republic or the rulers of the Emirates, as well as a number of other prohibitions. Chapter 8 provides for penalties.

S. 49 provides that prisoners shall not be employed on feast days and on official occasions except for the necessary tasks required by the prison institution. According to s. 50, the chief of the prison institution shall specify the kind of work to be undertaken by prisoners after carrying out the necessary medical examinations.

Works shall start at 8 a.m. and finish at 1 p.m. During Ramadan, work shall start at 9 a.m.. Section 50 provides for medical examination of prisoners. Sections 52-57 deal with prisoners' wages. Section 58 makes provision for occupational accidents.

Provides penalties for other persons involved in trafficking. Also provides for the establishment of the National Committee for Combating Trafficking in Human Beings, sets out its composition and competencies.

1. Article 51 and Article 52 are replaced with the following: an employer is allowed to ask his employees to work extra hours during holidays in certain cases, as long as they are receiving extra payment for those hours.
2. Article 63 is replaced with: Sick leave of up to 3 days needs to be approved by a governmental medical bored; the employee should report his sick leave within the first two days of his illness. In all cases an employee is entitled to 15 sick leaves a year.
3. Article 77 (3) is replaced: promotion of level one and two employees is according to qualification under the certain vacancies.
4. Article 124 is replaced with several charts of the different positions, salaries, professional qualifications and bonuses of the employees.

Section 3: The conditions and requirements for the aforementioned salary is as follows:

(B)he is a member of the Dubai Fishermen Cooperative Society for a period of not less than 15 years;
(C)he doesn't receive any pension from any local or federal government.
Section 4: This Decree is effective for fishing boats that are registered in the relevant authorities before August 1, 2008.
