The migration office requests the approval of the political security office. In the first 15 days after entering into the country, the employer is to apply for a temporary residence permit for the employee. The employee is not allowed to change employers without the agreement of the Immigration Office. Syrian employers are not allowed to marry foreign housemaids or nannies.

Enumerates certain general requirements for the right of entry, including carrying a valid passport with a visa and having a smallpox vaccination. The Minister of Interior has the discretionary right to decide to grant or refuse certain foreigners or groups of foreigners the right of entry. Temporary passage is allowed without a passport for certain categories of persons. Persons with special status - including their private servants - are almost fully exempted from the application of the Act. The Act regulates in detail how to handle transports that may contain illegal foreigners. The Act specifies when, for how long, and on which conditions temporary stay is allowed. Immigration for permanent residence is , with some exceptions, restricted to a yearly maximum of 100 persons from each country and 50 persons who have no nationality. The right of stay is evidenced by a residence certificate. Foreigners (including women and children) may be detained for investigations on suspicion of violations against the Act. The Immigration Commission, established pursuant to the Act, has the discretionary power to decide on most matter relevant under the Act including appeals of certain decisions. Offences against the Act are criminally sanctioned and non-authorized foreigners may be deported.

The Order applies to all domestic workers in the country except for those who work in an occupation where wages and conditions of employment are regulated through the processes of collective bargaining conducted under the Industrial and Labour Relations Act; or in a sector where the Minister has prescribed the minimum wage. A domestic worker is defined as a person who takes care of a child, an aged person, a sick person, a frail person or a person with a disability within a household and a gardener.
