Constitutional Charter of the Union of Serbia and Montenegro (which came into being on 4 February 2003). Contains 12 parts. Part 1 sets forth pinciple of equality between Serbia and Montenegro, goals of Serbia and Montenegro, and regulates symbols, territory, seat of institutions and citizenship. Part 2 provides for human and minority rights as well as civil liberties. Part 3 puts forward principle of market economy and of common market between Serbia and Montenegro. Part 4 regulates international personality of Serbia and Montenegro. Part 5 deals with establishment of competences of State Union of Serbia and Montenegro. Part 6 provides for functions and powers of parliament, president, council of ministers and court of Serbia and Montenegro. Part 7 deals with harmonisation of legal acts. Part 8 makes provision for armed forces of Serbia and Montenegro. Part 9 regulates property of Serbia and Montenegro. Part 10 regulates adoption of Constitutional Charter, Part 11 transfer of rights and obligations, and Part 12 law on implementation of Constitutional Charter.
