Regulates the possibility for young persons above 20 to be offered publicly financed apprenticeships for six months. An apprentice younger than 25 must be offered employment for at least six months after the apprenticeship. Regulates matters related to these rights, including exceptions and extended possibilities for disabled persons.

Provides that for students who participate in municipal or state adult education on more than a part-time basis but not on a full-time basis, the amount of students' allowance shall be decided on the basis of the extent of the studies. For students who are members of an unemployment fund and who fulfill the requirements for receiving benefits in the event of unemployment, or have received benefits from an unemployment fund for the maximum amount of days for which such benefits are payable, adult students' allowance shall be payable in accordance with sections 7a, 7b, 7c and 8b.
