These regulations made pursuant to the Telecommunication Authority of Singapore Act 1992 amend the Radiocommunication (Certificate of Competency for Ship Station Operators) Regulations by the deletion and replacement of regulations 3(2) and 5(1) of that regulation and by the insertion of two new parts IXA and IXB relating to a general operator's certificate and a restricted operator's certificate respectively.

No seafarer shall be registered who has not attained the age of 15 years; seafarers over 60 years of age may be registered only if they pass an annual medical exam, for which they must bear the expense. The Port Authority may cancel the registration of any seafarer suffering from a disease or disability rendering him unfit for work.

Also amends Regulations 1, 3, 4, 5, 6, 7, 9, and 10 of Chapter II-2 concerning maintenance and safety of ships as well as Regulations 6, 11, 14, 19, 20, 21, 26, 31, 32, and 35 of Chapter III and Regulations 2, 19-1 (long range identification and tracking of ships) of Chapter V and Regulation 6 of Chapter XII. Makes amendments to the First Schedule (Passenger Ship Safety Certificate and the Cargo Ship Safety Construction Certificate). The Second Schedule is also amended with respect to the record of equipment for the Passenger Ship Safety Certificate.
