Re-promulgates the Constitution of 1979, with amendments, as the new Constitution of Nigeria. Art. 2 provides that no person or group shall govern Nigeria except in accordance with the provisions of the Constitution. The executive power shall rest with the President, and the legislature shall be the National Assembly, which shall consist of the Senate and the House of Representatives. Judicial powers shall reside with the Supreme Court, the Courts of Appeal, Federal High Courts, High Courts of State, and Shariah and Customary Courts. Art. 15 prohibits discrimination on the grounds of origin, sex, religion, status, ethnic or linguistic association. This Article also sets forth as duties of the State the encouragement of inter-marriage among persons of different ethnic backgounds and the promotion of associations across ethnic and cultural boundaries. Art. 17 further provides for protection against discrimination, and provides for the principle of equal pay for equal work, the protection of children and young people against exploitation, and the protection of heatlh, safety, and welfare of persons in employment. Chapter Four enumerates fundamental rights. Prohibits slavery, forced labour, and torture, and provides for the right to liberty, fair hearing, private and family life, and freedom from discrimination, freedom of thought, freedom of expression, and freedom of association (Art. 40). Chapter VIII provides for the declaration of a state of emergency under certain circumstances. The Constitution also covers local governments, public funds, elections, public servants, and citizenship.

Sets forth four political programmes for the years 1995-1998 and sets the punishment for any contravention to these programmes at a prison term not exceeding five years. Part II establishes a special Tribunal to deal with offences against this Decree. The Programme for 1995 includes the approval of a Draft Constitution, a lifiting of the ban on political activities, and the creation of a National Reconciliation Committee. The Programme for 1996 includes elections of local governments. The programme for 1997 envisions the election of state assemblies and governors, and the consolidation of new political parties. The Programme for 1998 provides for National Assembly elections, Presidential elections, and the final disengagement of the Armed Forces by 1 October 1998.

Provides comprehensive legislation on conditions of work and employment. Part I sets out general provisions relating to wages, contracts and terms of employment. Employers shall not advance more than one month's wages to an employee (s. 4). Section 8 requires that workers entering a contract be medically examined at the employer's expense. Section 20 governs redundancy. Part II regulates recruiting, including the licensing of recruiters (s. 25), and the right to be accompanied by family (not exceeding 2 wives) (s. 34). Part III relates to special classes of workers, including apprentices (ss. 49-53), women (ss. 54-58), and young persons (ss. 59-64). In general, women and young persons are prohibited from performing underground and night work. Section 73 prohibits forced labour. Part IV contains supplemental provisions relating to administration and the settlement of disputes. Section 90 repeals the Labour Code Act.
