Regulates employment in agriculture. Defines agricultural work. Establishes that agricultural labour contracts may be verbal or written. Does not apply the act to state employees or blood relatives of the employer. Governs salaries and wages. Establishes that wages are to be paid in accordance to the labour contract, with the last payment to be made no later than the date of expiration of the contract. Legislates that the Ministry of Labour and Social Affairs is to set minimum wages for agricultural workers in consultation with the Ministry of Agriculture and Natural Resources as well as the Ministry of Cooperative Activities and Handicrafts. Establishes equal wages for male and female workers. States that wages are to be paid before all other debts of an employer. Governs labour contracts. States that contracts are not to violate regulations made in the act. Provides for a thirty-day notice before the dissolution of contracts. Regulates the termination of employment. Establishes the Supreme Agricultural Labour Council in order to make agricultural labour regulations. Sets the composition of the council. Prohibits the employment of children under the age of twelve in the agricultural sector.

Regulates the extraction of minerals in Iran. Under Article 33, official government employees in the Ministry of Mines and Metals and organizations affiliated to the government are not allowed to benefit from obtaining mining privileges provided by the law unless a minimum of one year has passed since their resignation from such services.
Article 34, inter alia, imposes an obligation on the Ministry of Mines and Metals to fully supervise all mining operations throughout the country including ensuring all safety regulations covering protection of mining employees.

Under Article 144 of the Constitution, the Law prohibits public servants to hold more than one public position.
This prohibition does not refer to teaching positions in universities and research institutes.
Under Note 4, the holding of any other public position in institutions which belongs to the Government or public institutions, except for private offices and institutions, is prohibited for public employees.

Establishes primary and revisionary disciplinary councils in each ministry and province. Sets out conditions for elections and for becoming council members, and right of appeal to revisionary councils. Administrative offences include non-Islamic behaviour; absenteeism; corruption; drug consumption; spying for foreign states; and membership of ex-Savak or illegal groups and parties (such as freemasonry). Also included as offences are illegal sit ins, demonstrations, strikes, and using group pressure to attain an illegal goal. Disciplinary sanctions include written warnings, wage reductions, suspensions, geographical transfers, dismissal, and prohibition of any further public sector employment.
