A new Part IVA is inserted concerning the establishment of the Pardons Board. Also amends Part V sections 10, 11, 12, 14-22, Part VI sections 23-26, 28-54, 57-68, Part IX sections 70-76, Part X sections 79, 81-84 and Part XII sections 85-87 of the Constitution of 1959.
