Another Salary Schedule, entitled "Professional Administrative Service", is established for air traffic control officers etc. who perform work that requires professional knowledge and technique. Contains miscellaneous amendments concerning leaves of absence, which were formerly not provided for by law.

Provides for guidelines for the education, training, and employment of nurses, and for the appointment, in each prefecture as well as at the national level, of Nurse Centers to give assistance to nurses, to investigate the nursing situation, and to provide training, information and counselling.
