Se aplica a los trabajadores, a los contratistas de obras y a todos los que se encuentren en una obra, de manera permanente u ocasional. Enumera los deberes de los trabajadores y de los contratistas, las medidas generales de protección y se refiere en particular a los aparatos elevadores, excavaciones, trabajos subterráneos, trabajos en techos, demoliciones, plataformas de trabajo y andamios, a los trabajos cercanos a instalaciones eléctricas, a las medidas de protección individual y colectiva, a los primeros auxilios y a la higiene del trabajo.

Provides safety and sanitation regulations for employees in the mining, manufacturing, construction, and utilities industries. Inter alia, work under high temperatures is restricted to 6 hours daily (s. 9), workers shall undergo a physical examination upon employment (s. 10), and enterprises with 100 or more employees shall establish an organization for the safety and sanitation of workers (s. 12). Women and children are prohibited from performing dangerous work specified in s. 18.
