Contains 8 Articles. Article 1 provides that the People's Committees for Municipalities are to undertake to establish joint stock companies and participatory associations (recruitment agencies) to ensure employment for job seekers, according to their specialization, and in such a way as to avoid and prevent labour trafficking. Recruitment agencies are to keep records, register job seekers, organise training and communicate to the competent authorities each month the name of job seekers that have been placed in jobs. Recruitment agencies may provide, against payment, work opportunities. The Labour Force offices are to inspect and evaluate recruitment agencies. Establishes a Committee to establish fees for job seekers, analyse problems with recruitment agencies, and propose rules of procedure.
