Makes various amendments to the principal Act. Changes the title of the Act to "Act on Public Employees' Unions and Collective Bargaining". Makes various changes to membership of unions including allowing for public employees to become union members during their employment probation period and senior employees and their assistants in workplaces of more than 100 employees may join unions. The requirement of two years service before being able to found a trade union has been abolished. Matters which are to be included in unions' and confederations' statutes have been simplified. The functions and rights of workplace union representatives have been set out and a Public Employee Advisory Board established.
