Provides for specific commitments in the sphere of economic and social policy, especially in the field of employment, wages, social security such as the expansion of enterprise, the creation of employment opportuny, the determination of the wages, and the creation of social funds. Provides that certain agreements of the International Labour Office shall be adopted quickly.

The basic statutory provisions approved by the Revolutionary Trade Union Movement are approved also, mutatis mutandis, in respect of relations with employers established by trade union bodies and organisations on the basis of free trade union organisation; this applies inter alia to the termination of employment relationships under s. 59 of the Labour Code (LS, 1975-Cz.2) as amended at December 1988 and to the arbitration commissions provided for in s.207 et seq of the said Code and in the Notification of 7 April 1975 respecting the examination and settlement of labour disputes (ibid., 1975-Cz.1).

This Act contains eight Parts (General provisions; establishment, operation and dissolution of co-operatives; management and organisation of co-operatives; members of the co-operative and their employment relationships; use of co-operative lands; basic means of co-operative arrangements; Association of Agricultural Co-operatives; and common, transitional and final provisions. The following are noted in the last Part as being repealed: Act of 1975 on the same subject; Parts II and III of the Ordinance of 1975 issued under that Act; the Ordinance of 1975 issuing model regulations for united agricultural co-operatives and procedural rules for drawing up, approving and amending those regulations; the Notification of 1975 regarding co-operation in agriculture and the forms it should take; and the Notification of 1975 regarding procedures to follow in united agricultural co-operatives. Entry into force 1 July 1988.

This Act, which contains six Parts, has as its purpose to issue "provisions, legal measures and operational principles" for enterprises considered to constitute "basic elements of the national economy" having a social aim in the implementation of the state plan. According to Part I (Introductory provisions), this embraces all workers of the enterprise who are in an employment relationship within the meaning of ss. 27 et seq. of the Labour Code (LS 1975 - Cz. 2 (cons.)), excluding those in a subsidiary employment relationship (s. 70 of that Code). Save exceptions (for example, liquidation under s. 251 of that Code), the enterprise and the State have independent responsibilities; in case of a dispute, resort may be had to "economic arbitration" pursuant to the Economic Code of 1964 (Part II: Rules and operations of the enterprise). The other Parts of this Act deal respectively with the following: establishment, registration and dissolution of the enterprise; management organs of the enterprise and socialist self-management; "socio-economic functions" within the meaning of the Economic Code; social development of the workers' collective, and common, transitional and final provisions (Part VI, indicating 1 July 1988 as the date of entry into force).
