Provides for suspended sentencing, curfew orders, mediation, and community service sentences for criminal offenders. Mediation shall permit young offenders to make amends to a complainant by performing unpaid work, paying compensation, or participating in a rehabilitation programme. Amends the Juvenile Offenders Act to raise the age of criminal responsibility from seven to eleven.
