Regulates all aspects of copyright and neighbouring rights and establishes a Fund for the Promotion of Creativity. Art. 12 § 1 provides that "unless otherwise provided by this act or the contract of employment, the employer, whose employee has created a work within the scope of his duties as resulting from the employment relationship, shall, upon acceptance of the work, acquire the authors' economic rights within the limits resulting from the purpose of the employment contract and the unanimous intention of the parties".

Regulates types of passports, sets rules and procedures applicable for the issuance and cancellation of passports. Inter alia, provides that a passport is an official document enabling its holder to cross borders and to travel and stay abroad, and that it attests to the Polish citizenship as well as the identity of its holder. Repeals Act of 17 June 1959 on passports.
