Establishes a new constitutional framework based on democracy, the rule of law and a social market economy (Chapt. 1) . Sets constitutional standards regarding human rights (Chapt. 2), and in particular, economic, social and cultural rights and freedoms. Inter alia, guarantees every person the right to freely choose and exercise a profession; forbids permanent employment of children under 16 and obliges public authorities to carry out policies aiming at full employment and counteracting unemployment (Art. 65). Guarantees every person the right to healthy and safe working conditions (Art. 66), the right to social security and welfare (Art. 67), to health care (Art. 68), and equal access to public health services (Art. 68). Guarantees special protection to disabled persons (Art. 69) and the right to education to every person (Art. 70). Devotes special attention to the rights of the child (Art.72). Also guarantees political rights and freedoms (Art. 57 to 63) such as the freedom of association within political parties and trade unions as well as other forms of social organisations, the right to strike, equal access to positions within public services, and electoral rights. Also sets a number of citizen's obligations towards the State such as the obligation to pay taxes (Art. 84). Regarding the sources of the law (Chapt. 3), states that ratified international agreements shall be directly applicable as part of the internal legal order; in some cases specified by law an international agreement can prevail over statutes (Art. 91). Under special conditions also provides for a limited transfer of sovereignty rights to international organisations (Art. 90).
