Defines the legal basis of declaring, maintaining and repealing of State of martial law. Regulates the competences of State agencies in situations of martial law as well as rights and duties of physical and legal persons and organizations. Article 16, inter alia, contains provisions on citizens who have the duty to participate in reconstruction efforts resulting from war and natural destructions. Articles 19 prohibits organization of any elections or referendums during the martial law.

Repeals the previous law on State of Martial Law of 1998.

Chapter 4 provides for power of Jogorku Kenesh of the Kyrgyz Republic and for legislative activity. Chapter 5 deals with executive power of Kyrgyz Republic. Chapter 6 regulates courts and judicial system. Chapter 7 deals with local self-government. Chapter 8 sets forth procedure for changing and amending of Constitution.
