This Law provides for the sanctioning of administrative violations and administrative handling measures. Administrative violations are any faulty acts which are committed by an individual or organization in violation of the State Management Law but does not constitute a crime and therefore must be administratively sanctioned in accordance with the law.
On the date that this Law comes into force, the Ordinance on the Handling of Administrative Violations (No. 44/2002/PL-UBTVQH10 of July 2, 2002) and its amendments shall cease to have effect except the provisions concerning the application of the measure of consignment to reformatory, education institution or medical treatment establishment which continue to be effective through to December 31 2013.

The aim of the program is to speed up poverty alleviation and limit relapse into poverty. In particular, this is to be achieved through reducing the number of poor households (from 22% to 10-11% in 2010; increasing incomes by 1.45 times as compared with those in 2005; and aiming for and improvement in living conditions for 50% of poor costal and island communities.
