Establishes Islam as the State religion, and Islamic Shari'a Law as the fundamental source of its legislation. Adopts the United Nations Charter for guiding principles to support the right of people to determine their own future, promote international cooperation for the good of all mankind, spread peace and security in all parts of the world, settle disputes by peaceful means and establish relations with others in accordance with international law. Provides that the State shalll endeavour to alllow for equall opportunities for all citizens, and to make it possible to exercise the right to work under laws that will ensure sociall justice. The State must protect citizens from disease, ignorance and poverty, and adopt sociall security plans including ones for heallth care, and old age, sickness, disaster and disability protection. Freedom of publication and of the press is guaranteed. Sets out the structure of government, which includes heriditary rulership of the State by the Al Thani family, and outlines the role of the Council of Ministers, the Advisory Council and the judiciary.

Detailed provisions concerning the different types of prisons; their administration; prison records; functions and duties of prison directors and officers (which include "supervision of work in the prison, ensuring it is carried out in an orderly fashion and preventing any violation of laws and regulations"); admission of detainees; separation of detainees into categories according to age, criminal record and length of sentence; rights of detainees; etc. The work of detainees is regulated by sections 22-25. Those in pretrial detention on non-political charges and persons not sentenced to hard labour or death (cat.A) are not required to work, except to clean their cells, unless their skills are needed in connection with work in the prison in which case their consent and "appropriate" remuneration will be paid to them. If they wish to practice their occupations, however, the prison administration must provide them with the means of doing so. Detainees sentenced to hard labour (cat.B) are paid for their work and can send part of their pay to their family (at least half of it being withheld and saved up for payment upon release from prison). Hours of work must not exceed 8 hours per day, and official holidays and Fridays are observed as days of rest (non-Muslims are not required to work on their religious holidays). The types of work to be assigned to detainees will be specified in the regulations.

Only duly licensed agents are now permitted to bring foreign workers into Qatar. However, subject to special permission from the Ministry of Labour, Social Affairs and Housing, an employer can import migrant labour himself strictly to meet his own needs. People who want to bring over domestic servants for their own household are exempt from this formality. The Act prescribes the conditions that labour-importing agents must meet to qualify for a license (minimum age of 21, bank guaranty, etc) and provides for inspection of their books and premises. Such agents are strictly forbidden to charge migrant job-seekers a fee for their placement. Travel costs and the agency commission must be paid by the employer on whose behalf the agency imports foreign labour. All existing labour-importing agencies must comply with the provisions of the Act by 19 March 1993.

The Order provides 60% increase in the basic salaries and social allowances for civilian servants, and 60% increase in the pension of the civilian retirees.
The basic salaries and social allowances of the military personnel serving officer ranks is raised 120%, and those serving other ranks increased 50%. The pension for the military personnel retirees serving officer ranks increased 120% and retirees serving other ranks increased 50%.

The Law is applicable to Qataris on permanent employment under the authority of the civil service law and Qataris working in public establishments, stock companies and other organizations. The law organizes the procedures whereby the lawful hirers of the deceased pensioner can receive their assigned benefits, and specifies the conditions according to which a pension is disbursed.

Article 55 repeals Law No. 7 of 1984 concerning civil servants retirement.

Only duly licensed agents are now permitted to bring foreign workers into Qatar. However, subject to special permission from the Ministry of Labour, Social Affairs and Housing, an employer can import migrant labour himself strictly to meet his own needs. People who want to bring over domestic servants for their own household are exempt from this formality. The Act prescribes the conditions that labour-importing agents must meet to qualify for a license (minimum age of 21, bank guaranty, etc) and provides for inspection of their books and premises. Such agents are strictly forbidden to charge migrant job-seekers a fee for their placement. Travel costs and the agency commission must be paid by the employer on whose behalf the agency imports foreign labour. All existing labour-importing agencies must comply with the provisions of the Act by 19 March 1993.

Spells out conditions and procedures for recruitment of foreigners, specifying that preference will be given to those already holding residence permits. A foreigner may be recruited only if no suitable Qatari can be found. Contracts of employment are to be concluded for an unspecified duration and may be terminated by either party subject to thirty days' notice. Chapter II of the Act lists occupational categories and corresponding wage levels applicable. Provisions are made for the protection of wages; paid leave entitlements; sick leave (not exceeding six months) and disability benefits; housing allowances; end of service benefits; etc. Model contracts of employment are appended to the regulations.
