Provides for guidelines for the education, training, and employment of nurses, and for the appointment, in each prefecture as well as at the national level, of Nurse Centers to give assistance to nurses, to investigate the nursing situation, and to provide training, information and counselling. Promueve la emigración y el establecimiento de los japoneses que deseen instalarse en el territorio argentino, según planes concretos de inmigración denominados "inmigrantes organizados". Se reconoce a los inmigrantes japoneses el trato no menos favorable que el que se otorgue a los inmigrantes de cualquier nacionalidad. Prevé que los inmigrantes japoneses están plenamente equiparados a los nacionales y tienen los mismos derechos en lo que concierne a remuneraciones, condiciones de trabajo y seguros sociales. Reglamenta las modalidades de la inmigración, desde la preselección de los inmigrantes hasta las exenciones arancelarias, financieras o de crédito otorgadas a los inmigrantes. El Gobierno del Japón asegura una preparación elemental en cuanto al idioma, la historia y la geografía argentinas y a las condiciones sociales en general para permitir una adaptación rápida de los inmigrantes.
