The Order makes trafficking and smuggling in people an offence and sets the penalties for this as well as the exploitation of a trafficked person or the facilitation of the stay of a smuggled person (sections 4-8). Aggravated people smuggling offences carry a heavier penalty (section 9). The consent of a trafficked person is irrelevant (section 10). The Order also sets out provisions related to travel and identity documents, liability of commercial carriers, attempts, abetment and conspiracy, powers of arrest and investigation, powers of search. It also provides for a Trafficking and Smuggling of Person Fund (section 19) to be used, inter alia, to repatriate smuggled or trafficked person, awareness raising campaigns and rewards for those who prevent or suppress trafficking and smuggling.

A new Schedule is also added concerning the release of persons sentenced to reformative training. In addition, the Children's Order (No. S 64/00) is repealed.

A society which has, as its object, the promotion of economic interest of its members in accordance with cooperative principles, or a society established with the object of facilitating the operations of such a society, may be registered by the Registrar appointed by the Sultan. Amendments of by-laws must be approved in the registrar. Specifies that a cooperative shall have a charge upon the shares on interest in the capital and on the deposits of a member, and that it may set off sum credited or payable to a member or estate of a deceased member in payment of members' debts. Sets forth the conditions for membership. A cooperative shall not make any loan to any person other than a member unless that, with the consent of the registrar, it may make loans to another cooperative. Entitles the Mentri Besar to restrict the lending of money on a mortgage or charge of any description of immovable property by any cooperative. Regulates the investments of funds and the distribution of profits among members. Other provisions cover audit, inspection of societies' books by the registrar, dissolution and liquidation of cooperatives. Provides for the settlement of disputes and authorizes Mentri Besar to make rules in order to give effect to the provisions of this Act.

Amends regulations 12, 15, 19, 22, 26 and 35 of Chapter 17 Rg. 1. In particular, regulation 15 concerns the responsibility of the employer specified on the Employment Pass to ensure that the migrant worker only takes up the work specified on the pass and to inform the competent authority if the migrant worker fails to take up employment or is discharged from or leaves the employment. Regulation 19 provides for the power of the competent authority to cancel a pass, and regulation 22 deals with the surrender of travel documents which is defined as "a passport or other document establishing the identity or nationality of a holder" (regulation 22(8)).
