Law No. 11 of 2013 amending the Legislative Decree No. 148 of 1949 concerning the Penal Code. -

This amendment adds an additional Article No. 488 to the Penal Code, which criminalizes all forms of recruitment and the use of children under the age of 18 by armed forces and armed groups, including taking part in direct combat, carrying and transporting weapons or equipment or ammunition, planting explosions, standing at checkpoints or carrying out surveillance or reconnaissance, acting as a distraction or human shield or assisting and/or serving the perpetrators in any way or form.
In addition, the law increases penalties for the crime of rape against a girl under the age of 15 years.

Decree No. 20 of 2013 on the Crime of Kidnapping and Due Penalties. -

The Decree set out the penalties for kidnapping offences, which range from a life sentence of penal labour to the death penalty. The penalty depends on the motive behind the kidnapping. If the motivation is for political or material gain, revenge, sectarian reasons or to obtain a ransoms the offence is punishable to a life sentence of penal labour. If the kidnapping results in death or serious injury of the victim or is sexually motivated, the offence is a capital offence and punishable by death.

Legislative Decree No. 110 of 2011 amending Penal Code No. 148 of 1949. -

The Decree amends the fine in Article 335 of the Penal Code No. 148 of 1949, increasing it to twenty thousand Syrian pounds.

The opening lines of Article 336 of the Penal Code No. 148 of 1949, are amended as follows: all crowds gathered in processions on public roads or in places open to the public is considered to be the gathering of a riot, and is punishable by imprisonment of one month to a year and a fine of fifty thousand Syrian pounds.
