The Public-Private Partnership (PPP) has been enacted with a view to preparing the ground for reconstruction and the rehabilitation of infrastructure in coordination with the private sector.
PPPs can be defined as long-term contractual arrangements entered into by governmental entities and private sector parties with the aim of delivering services to the general public.
When delivering public services under these business models, the private partner bears most of the risk and management responsibility associated with running the public facility in return for a profit.
The PPP Law provides for the establishment of the PPP Council that makes important decisions to push PPP projects forward, which include approving PPP contracts. The PPP Council, which is chaired by the Prime Minister, supervises PPP projects and regulates agreements entered into by public and private sector partners.
The PPP Bureau is expected to be the institutional focal point for implementing the PPP program such as by identifying potential projects and actively participating in the project procurement lifecycle.
In terms of procurement procedures, the Tender Evaluation Committee will be tasked with evaluating bids and selecting preferred bidders.
The Law provides for investment incentives for private sector partners to become shareholders in special purpose vehicles, which include the right of financial repatriation by foreign investors.
The participation of the private sector along with its financial capabilities and expertise in delivering certain public services is recognized as a crucial component of the reconstruction process.

This amendment adds an additional Article No. 488 to the Penal Code, which criminalizes all forms of recruitment and the use of children under the age of 18 by armed forces and armed groups, including taking part in direct combat, carrying and transporting weapons or equipment or ammunition, planting explosions, standing at checkpoints or carrying out surveillance or reconnaissance, acting as a distraction or human shield or assisting and/or serving the perpetrators in any way or form.
In addition, the law increases penalties for the crime of rape against a girl under the age of 15 years.

The Decree set out the penalties for kidnapping offences, which range from a life sentence of penal labour to the death penalty. The penalty depends on the motive behind the kidnapping. If the motivation is for political or material gain, revenge, sectarian reasons or to obtain a ransoms the offence is punishable to a life sentence of penal labour. If the kidnapping results in death or serious injury of the victim or is sexually motivated, the offence is a capital offence and punishable by death.

This Regulation is composed of 7 articles and 2 Annexes. Article 1 deals with environmental elements and adopted technical requirements and criteria. Article 2 lays down the basis and measures for environmental impact assessments. Article 3 addresses research and studies related to environmental affairs. Article 4 defines environmental conditions, requirements and regulations for agricultural, commercial, industrial, housing and developing projects. Article 5 provides for the circulation, classification, storage, transportation and treatment of hazardous materials. Article 6 specifies the measures to be taken to prevent the introduction of waste into Syria. Article 7 lists the names of inspectors and specialists in environmental affairs. Annex I contains the list of the updated and adopted environmental criteria, requirements and regulations. Annex II lists the existing environmental criteria, requirements, conditions and regulations to be adopted by the Environment Protection Council.

This Law is composed of 8 Chapters divided into 37 articles. Chapter 1 provides for terms and definitions. Chapter 2 deals with the competencies and objectives of the General Authority for Environment Affairs in particular: (a) defining existing environmental problems and participating in the research and scientific studies to treat and solve them; (b) laying down the general policy and preparing the national strategy for the environment protection; (c) developing the public awareness for the protection and safety of the environment; (d) measuring standards and criteria of the environment; (e) preparing the environmental standardization and meteorology standards as well as environmental impact assessment reports; (f) carrying out research and studies related to environmental affairs; (g) controlling the activities producing environmental impacts; (h) laying down environmental requirements and instructions necessary for agricultural, industrial, commercial, housing and development projects; (i) laying down the basis for the circulation of hazardous materials and for the creation of natural protected areas; (j) creating environmental monitoring nets; (k) preparing environmental data-banks and emergency plans; (m) issuing publications related to the environment; (n) preparing environmental legislation; (o) studying soil erosion causes, desertification as well as proposing solutions; (p) taking necessary measures to prevent the introduction of waste in Syria; (q) laying down instructions and rules for the classification of waste; and, (r) reinforcing the relationship between Syria and other States as well as with international and regional organizations in environmental affairs. Chapter 3 refers to the formation and management of the Authority. Chapter 4 defines competencies and duties of the Minister of State Affairs for Environment. Chapter 5 establishes the Environment Protection Council and defines its tasks. Chapter 6 provides for the creation of the Environment Protection and Support Fund. Chapter 7 deals with damage liability and compensation as well as with offences and penalties. Chapter 8 contains transitional provisions.
