The decree stipulates for raising the compensations, allowances and bonuses granted to all military personnel in general by 8 % of the monthly salary .

The decree also provides for a three-fold increase in the salaries of pilot officers to fit the difficult and dangerous tasks facing them and in a way that accords with the salaries granted in this sector.

Military personnel covered by the provisions of Legislative Decree No. 17 of 2003 and any of the laws and regulations of retirement, insurance and pensions, they are entitled to 20% increase to their pensions.

The living compensation benefit granted under the provisions of Legislative Decree No. 7 of 2015 and Legislative Decree No. 13 of 2016 shall be added to the pension after calculating the aforementioned increase and shall be considered part of it.

The Public-Private Partnership (PPP) has been enacted with a view to preparing the ground for reconstruction and the rehabilitation of infrastructure in coordination with the private sector.
PPPs can be defined as long-term contractual arrangements entered into by governmental entities and private sector parties with the aim of delivering services to the general public.
When delivering public services under these business models, the private partner bears most of the risk and management responsibility associated with running the public facility in return for a profit.
The PPP Law provides for the establishment of the PPP Council that makes important decisions to push PPP projects forward, which include approving PPP contracts. The PPP Council, which is chaired by the Prime Minister, supervises PPP projects and regulates agreements entered into by public and private sector partners.
The PPP Bureau is expected to be the institutional focal point for implementing the PPP program such as by identifying potential projects and actively participating in the project procurement lifecycle.
In terms of procurement procedures, the Tender Evaluation Committee will be tasked with evaluating bids and selecting preferred bidders.
The Law provides for investment incentives for private sector partners to become shareholders in special purpose vehicles, which include the right of financial repatriation by foreign investors.
The participation of the private sector along with its financial capabilities and expertise in delivering certain public services is recognized as a crucial component of the reconstruction process.

This amendment adds an additional Article No. 488 to the Penal Code, which criminalizes all forms of recruitment and the use of children under the age of 18 by armed forces and armed groups, including taking part in direct combat, carrying and transporting weapons or equipment or ammunition, planting explosions, standing at checkpoints or carrying out surveillance or reconnaissance, acting as a distraction or human shield or assisting and/or serving the perpetrators in any way or form.
In addition, the law increases penalties for the crime of rape against a girl under the age of 15 years.

The Decree set out the penalties for kidnapping offences, which range from a life sentence of penal labour to the death penalty. The penalty depends on the motive behind the kidnapping. If the kidnapping results in death or serious injury of the victim or is sexually motivated, the offence is a capital offence and punishable by death.

Syrian Arab Republic and Czech Republic signed on the 25th March 2010 in Prague an Agreement on Social Security.
The agreement includes legal provisions that define disability compensation, old age and survivors, and compensation for occupational injuries and diseases. It also contains, inclusiveness and equality of personal dealings and export compensation, and determines the legal texts concerned, and particularly matters relating to members of diplomatic missions and consular offices. The agreement also provided for the task of injuries during travel, and disability compensation, old age and survivors benefits, the calculation of compensation and retirement periods of at least 12 months, double compensation, duties of the competent administrative, legal cooperation, administrative and exemption from fees, the use of the languages and handling documents, payment of compensation, audit and compensation, the resolution differences and differences in pay.

Legislative Decree No. 110 of 2011 amending Penal Code No. 148 of 1949. -

The Decree amends the fine in Article 335 of the Penal Code No. 148 of 1949, increasing it to twenty thousand Syrian pounds.

The opening lines of Article 336 of the Penal Code No. 148 of 1949, are amended as follows: all crowds gathered in processions on public roads or in places open to the public is considered to be the gathering of a riot, and is punishable by imprisonment of one month to a year and a fine of fifty thousand Syrian pounds.

Legislative Decree No. 46 of 2011 providing Health Insurance For State and Public Sectors Pensioners. -

This Legislative Decree provides optional health insurance for persons retired from State, public sector and grass-roots organizations of civilian and military. The Public Treasury of the State will bear 62.5% of the annual health insurance premiums, while each pensioner will pay for the rest, deducted from his/her pension payments.
