Transpose la directive 96/98/CE du Conseil de l'Union européenne du 20 décembre 1996 relative aux équipements marins. Concerne les équipements mis, pour y être utilisés, à bord des navires communautaires, que ceux-ci se trouvent ou non à l'intérieur de la Communauté au moment où les équipements sont mis à bord. Lors de la délivrance ou du renouvellement des certificats de sécurité, le chef de district du service de l'inspection maritime doit s'assurer que les équipements mis à bord de tels navires sont conformes aux exigences de l'arrêté royal.

Vise à transposer les directives 98/25/CE et 98/42/CE sur le contrôle par l'Etat du port, lesquelles ont été adoptées pour tenir compte des modifications apportées aux conventions, protocoles et résolutions de l'OMI. Définit le code ISM, code international de gestion pour la sécurité de l'exploitation des navires et la prévention de la pollution, adopté par l'OMI. Les modifications en annexe concernent la liste des navires à inspecter prioritairement, les motifs évidents justifiant une inspection détaillée, et les procédures pour le contrôle des navires.
