La protection et la promotion des personnes handicapées ont pour but notamment d'assurer un enseignement obligatoire et une formation professionnelle, d'assurer l'insertion et l'intégration aux plans social et professionnel, de garantir un revenu minimum, et de créer les conditions d'une participation à la vie économique et sociale (chapitre I). Contient des dispositions relatives à la prévention du handicap (chapitre II), et à l'éducation, la formation professionnelle, la rééducation fonctionnelle et la réadaptation (chapitre III). Le chapitre IV, relatif à l'insertion et à l'intégration sociales, prévoit notamment qu'aucune discrimination ne peut être faite en matière de travail ou d'emploi. Le chapitre V concerne la vie sociale et le bien-être des personnes handicapées. Crée, auprès du ministre chargé de la protection sociale, un conseil national des personnes handicapées (chapitre VI).
