The Department of Environment is instituted as per section 3 of this Act and a Director General appointed to lead it. All the provisions are directed to protect the environment by any polluting , be it a solid, liquid, gaseous, or noise, heat and radiation. Rules are indicated in order to avoid any environmental damage when dealing with hazardous substances. By notification in the Official Gazette, an area could be declared ecologically critical area and restrictions applied to the discharge of pollutants in the air, water, land, sea and so on. Inspections on premises ,suspected of polluting the ecosystem, could be ordered and seizure of equipment, materials and samples of polluted resources seized upon. An Environmental Clearance Certificate from the Director General must be issued before initiating any commercial or industrial activity and environmental guidelines provided and largely distributed and enforced in order to prevent ecological disasters.

La ley en cuestión prohíbe la producción, importación, comercialización y uso de bolsas de plástico para el embalaje de mercaderías, que no sean reutilizables, y regula la aplicación de medidas encaminadas a reducir progresivamente la cantidad de bolsas de plástico en el medio ambiente o a sustituirlas por bolsas degradables y/o biodegradables que sean compatibles con la minimización de la generación y la eliminación de residuos. Condiciona la fabricación e importación de bolsas de plástico a la autorización previa del Servicio Central de Medio Ambiente. Asimismo, establece los montos de las multas aplicables en caso de incumplimiento. Dispone la realización de una campaña de sensibilización dentro de un plazo máximo de 60 días a partir de su entrada en vigor.
