Regulation 4 prescribes the signals of distress set out in Annex IV to the International Regulations as the signals of distress to be used by ships registered in Hong Kong. Regulation 5 requires all ships registered in Hong Kong to comply with the International Regulations. These Regulations replace the United Kingdom Merchant Shipping (Distress Signals and Prevention of Collisions) Regulations 1983 (SI 1983/708) which at present apply to Hong Kong.

The seventh and concluding part provides dispositions concerning the inspection of outbound ships and their detention in case of problems of compliance.
