Part II entitled "Duties", providing for, inter alia, general duties of employers to employees, of employers and self-employed persons to persons other than employees, and duties concerning premises and of employees at work, is amended. Amends Part IV entitled "Officials and Health and Safety Representatives" providing for the responsibility of a Director for administration of the Decree and for the election or appointment of health and safety representatives to monitor and report safety and health problems. A new Part VI on obtaining and disclosing information replaces Part VI of the principal Decree. Amends Part VIII of the principal Decree providing for penalties.
