Made under the National Pensions Act. Amends National Pensions (Registration of Employers) Regulations, 1977. Provides that a person who employs employees falling under Section 13 of the Act shall, within 14 days of his becoming an employer, register himself with the Minister as an employer by submitting an approved form of registration. Also provides for some related matters.

Establishes an Employees' Welfare Fund with the purpose of setting up and operating schemes and projects for the welfare of employees as well as providing loans and other financial assistance. The Fund is governed by a Board consisting of a Chairman, and three representatives of the Government, employers and employees.

Provides that every female officer who has attained the age of 18 shall as of 1 July 1993 be deemed to be an associate and shall be liable to contribute to the Fund. A female officer who on 1 July 1993 has attained the age of 45 may, by written declaration, choose not to be an associate.
