    This Law consisting of 73 articles divided in XIV Sections aims at reorganizing agriculture sector in the Kingdom of Jordan. The Ministry of Agriculture shall regulate, organize and develop the agriculture field in order to: increase the production of food and foodstuffs; use of natural and agricultural resources without damaging the environment; create of suitable conditions for investing in agricultural sectors and rural development; increase the production capacity; increase farmer’s incomes and improve their lifestyle; protect animals; improve the use of irrigation waters; face animal and plant diseases and epidemics; carry out scientific research and desertification control; and encourage agricultural cooperative work and agricultural cooperative associations. Public health measures and sanitary plant measures are discussed in articles 5-8. The Ministry of Agriculture shall: issue importation and exportation licences for agricultural products; in cooperation with other authorities, contribute in defining the National Standardization and Metrology standards for agricultural products; issue the directives required to organize plant production in a manner that secures efficiency of production and conservation of the agricultural resources and the environment. The Law establishes that licences are required for: establishing olive presses; producing, propagating, trading in seeds, fertilizers, plant growth regulators, the veterinary medicines, bio-veterinary preparations or animal growth regulators; producing or preparing pesticides; investing private forests through pruning or replacement of forest trees with fruit trees; grazing in the governmental forests; processing, investing or transport forest materials; cutting forest trees or bushes or wild plants; processing coal from governmental or private forests; establishing farms or hatcheries; producing or preparing materials of raw feed of animal origin, manufactured feed or feed additives; operating in slaughterhouses of poultry and livestock; fishing for commercial purposes; hunting wild birds or wild animals.
    The Law also regulates: fishing, wildlife protection, hunting season, protected species, management of waste materials (i.e. plastic or containers of insecticide or seeds that have been used for agricultural purposes); inspections.
    The XIV Sections are entitled as follows: Definitions; Sanitary and Phytosanitary Measures; Plant Production; Seeds; Fertilizers and Plant Growth Regulators; Pesticides; Control of Plant Pests and Plant Quarantine; Forests and Ranges; Animal Production; Animal Health and Veterinary Quarantine; Slaughter of Poultry and Livestock; Fishing; Bees; Protection of Wild Birds and Wild Animals; and General Provisions.

    This Law Repeals Law No. 20 of 1973 concerning Agriculture.

    Regulates the private offices of recruiting Non-Jordanian Domestic Workers.
    Requires employers to purchase insurance from any legally licensed company that will cover the householder (employer) for financial losses resulting from the worker leaving or ‘refusing to work’. In addition, recruiters are bound to replace domestic workers for employers in three circumstances. Firstly, recruiters must replace those who ‘refuse to work’ for their new employer during the first 30 days at no further cost to the householder and on condition that the original recruit is ‘transferred outside of the country’. Secondly, where a migrant worker fails to arrive in Jordan whether by choice or not, recruiters must provide their employer with a replacement domestic worker at no additional cost. Thirdly, the responsible recruiter must also replace a domestic worker if the employer finds her to be pregnant or are otherwise certified as unfit by the Ministry of Health. However, recruiters are not legally responsible for replacing a domestic worker if employers have caused her to leave their employment, such as in cases where they have assaulted the worker.

    Regulates the functioning of guardianship arrangements with children. Parents for legal guardianship must be Muslim, married for five or more years, and medically certified as infertile. Provides that the father must be between 35-55 years old, and the mother 30-50 years old.
    The prospective family for legal guardianship may have up to two children total, including the child(ren) for the legal guardianship. If the prospective guardians already have one child, then the Jordanian child placed in their care must be of the same sex as that child. Prospective guardian parents who have previously obtained legal guardianship in Jordan must wait a minimum of two years before seeking legal guardianship of another child of the same gender.

    This Regulation provides for the protection of the environment and the ozone layer by giving the instructions for the use, import, and export of substances depleting the ozone layer.
    It is composed of 35 articles. Article 2: deals with some terms and definitions. Article 3: establishes a national committee of representatives of all ministries to be located in the Ministry of Environment and it will be concerned with the protection of the ozone layer. The objectives of this Committee are to : oversee the implementation of the national strategy to ensure the safety of the ozone layer, and establishing qualified training centers . Article 4: provides for the establishment of the Ozone Unit at the Ministry of Environment and for its competencies and duties. Article 5: prohibits the establishment of new industrial facilities or expansion of existing industries that use substances depleting the Ozone Layer (Annex 1). Article 6: prohibits the import or re-export of CFCS (Annex 2). The import of such substances should be only according to specific conditions mentioned in Articles 6 and 7. Any violation to the provisions of this Regulation will be penalized .

    Repeals: Instruction of 2003 controlling the use of materials depleting the ozone layer.

    Makes some major amendments made to the Constitution of the Hashemite Kingdom of Jordan. The main amendments are the following:
    Article 18 amends Chapter V (sections 58-61) of the Constitution and establishes a Constitutional Court to be located in Amman. It will be independent and separate judicial body, and shall consist of nine members, including the president, who is appointed by the King. The term of membership in the constitutional court is six years and membership is not able to be renewed. The Constitutional Court shall monitor the constitutionality of laws and regulations and issues its judgements in the name of the King.
    Section 67 of the Constitution is amended and introduces the establishment of an independent commission to oversee elections.

    To acquire the health care expenses from the fund, the member and the beneficiaries need to pay all their obligations to the association.

It is also responsible for monitoring the water and food quality to ensure its safety and adequacy for human consumption.

    The Labour Law is amended as follows:
    Section 1: The new law is referred to in the present Law by "The Law amending the Labour Law of 2008" and read in conjunction with the Law No. 8 of 1996, referred to by the original Law as amended. The Law enters into force as from the date of its publication in the Official Gazette.

    Section 2: Section 2 of the original Law is amended in fine as follows: the following definition is added at the end of this section: "Tripartite commission": Tripartite commission for labour affairs is established under the provisions of section 43 of the present Law.

    Section 3: section 3 of the original Law is repealed and replaced as follows:
    a) Subject to the provisions of paragraph (b) of this section, the provisions of this law shall apply to all workers and employers, except for public servants and municipal employees.
    b) Agricultural and domestic workers, cooks and gardeners, as well as assimilated persons are covered under by laws to be issued for this purpose. Such text shall regulate their contracts, rest hours, inspection and any other issues concerning their employment.

    Section 4: Section 12(1)(c) of the original Law is amended by repealing the expression "those who are excluded from the scope of the Law according to section 3(c) and (d)" and to be replaced by the expression: " those to whom section 3(b) of the present Law is applicable".

    Section 5: Section 29 of the original Law is amended as follows:
    I.To add the expression "or all other forms of sexual assault punishable under the legislation in force".
    II.The numbers of the paragraphs are reorganized from 1 to 7.
    III.To add the expression as follows: b) If the Minister finds that an employer or his/her representative assaulted his/her employee or worker, by beating or exercising any sexual abuse against them, the minister may order to closure of the establishment for a period that deems appropriate, taking into account the provisions of any other legislation in force.

    Section 6: Section 43 of the original Law is repealed and replaced as follows: A tripartite commission for labour affairs is established. It is chaired by the Minister, and its members are representatives form the Ministry and from employers and workers with equal numbers.

    Section 7: Section 77 of the original Law is repealed and replaced as follows:
    a)If the employer or the director of the establishment committed any offence of any section of this chapter or any provision of by-laws or order issued according to this chapter, he/she shall be punished by a fine not less than 300 dinars and not exceeding 500 dinars. The punishment should not be reduced below the minimum required by law.
    b)In addition to the penalty provided by law, an employer shall be punished if he/she requests an a employee to work by force, fraud or threat, including confiscating his/her passport, by a fine of not less than 500 dinars, but less than 1,000 dinars.
