    This Act repeals the 1941 Act on Control of Begging. Makes begging in the street an offence.Sections 6 to 12 stipulate the competent authorities to deal with the control of begging and sets out their responsibilities and duties. Section 13 provides that begging is to be prohibited, sets out the definition of begging and provides for exceptions. Makes it an offence to force anyone to beg. Under section 23, all offenses are punishable with imprisonment not exceeding one month and/or a ten thousand baht fine. Penalties for traffickers and those seeking to benefit from begging are more severe: prison sentences of up to three years and fines as high as 30,000 baht. Government officials found complicit face more extreme punishments: up to five years in jail and/or up to 50,000 baht in fines.

Gives the competent authority powers to inspect and monitor places where trafficking may occur as well as powers to detain victims of trafficking for a certain period in an appropriate place (not a prison or cell)in order to protect them from traffickers. They are also to provide assistance to the victim. Repatriation of foreign victims is to be done in accordance with agreements set forth in treaties or conventions signed by the Government of Thailand.

    Cette loi modifie 58 articles du code pénal afin de substituer à la peine des travaux forcés qu'elle supprime une peine d'emprisonnement. Aux termes du nouvel article 27, lorsque la loi prévoit la peine de l'interdiction de séjour ou celle du renvoi sous la surveillance administrative, le tribunal peut la substituer à un travail rééducatif pendant une période de 5 ans au maximum. Cette peine est subie après l'emprisonnement. Si le condamné bénéficie de la libération conditionnelle, la peine de travail rééducatif est exécutée à partir de ce bénéfice. Les articles 10, 11 et 51 du code pénal sont abrogés. Aux termes de l'article 10 de la présente loi, la peine de travaux forcés ou celle de la réclusion prononcée avant la promulgation de cette loi est remplacée par la peine d'emprisonnement pour le reste de la durée.
