    La ley en cuestión modifica la Ley núm. 18345, relativa a la licencia especial para trabajadores de la actividad privada con hijos o familiares a cargo con discapacidad. Así, incorpora el artículo 10, por el que se otorga a los trabajadores que tuvieren un hijo con discapacidad conforme al régimen previsto en la Ley núm. 19691, de 29 de octubre de 2018 (Ley de promoción del trabajo de personas con discapacidad), el derecho a solicitar hasta un total de 10 (diez) días anuales para controles médicos de ese hijo, con goce de sueldo. Además, incorpora el artículo 11, por el que se reconoce a quienes tuvieren familiares con discapacidad o enfermedad terminal a cargo conforme a la ley citada, el derecho a una licencia especial anual de 96 (noventa y seis) horas, que podrá ser usufructuada en forma continua o discontinua y de la cual el empleador deberá abonar la correspondiente a 64 (sesenta y cuatro) horas.

    El citado decreto confiere a toda funcionaria militar embarazada el derecho a una licencia por maternidad de trece semanas, que se extenderá a dieciocho semanas en caso de nacimientos múltiples, pretérminos o con alguna discapacidad. Establece el momento en que deberá comenzar indefectiblemente la licencia. Asimismo, prevé un descanso prenatal suplementario en caso de enfermedad. Confiere el derecho a una licencia de seis semanas continuas en caso de adopción. También reconoce el derecho a una licencia de diez días por paternidad. Prevé la posibilidad de reducir la jornada diaria laboral hasta la mitad en caso de lactancia y de adopción o legitimación adoptiva. Deroga el Decreto núm. 28/992, de 23 de enero de 1992

    Repeals the Decree of the Cabinet of Ministers No.181 of 20 August 2010 "To Approve the Classifier of Basic Positions of Servants and Professions of Workers" (SP Respubliki Uzbekistan, 2010, No.8, page 46).

    Approves a Complex of Additional Measures for the 2014-2016 Implementation of the Conventions of the International Labour Organization (ILO) by the Republic of Uzbekistan, which includes: perfection of the national legislation in accordance with the ratified ILO Conventions, implementation of the Conventions on the compulsory and child labour, cooperation with the ILO, enhancement of the potential of social partners with the ILO, awareness raising works on the issues of the implementation of the ILO Conventions.

    Amends, inter alia, the Labour Code, supplementing it with new article 691 (Additional guarantees for job placement to workers elected or appointed for the positions of judges); the Law on the Employment of Population supplementing it with new article 9 (1) (Additional guarantees for job placement to workers elected or appointed for the positions of judges); the Family Code rephrasing articles 173 (The purpose of guardianship and trusteeship), 174 (Implementation of guardianship and trusteeship. Guardianship and trusteeship are implemented by the decision of hokim region, city), 175 (Legal regulation of relationships in the sphere of guardianship and trusteeship) which now states that the relationship in the relevant sphere are regulated by the new Law of 2 January 2014 "On Guardianship and Trusteeship", repealing articles 176-193. Also, amends article 4 (Additional guarantees and measures of protection provided for foreign investors) of the Law on Guarantees and Measures of Protection of Foreign Investors' Rights supplementing it with a new paragraph on implementing modern high technologies and making changes in the wording of parts 3, 4.
    Article 15 enters into force on 2 January 2014.

    Amends, inter alia, Law on Social Protection of the Disabled, rephrasing articles 11 (Responsibility for failure to fulfill duties to ensure unhindered access of the disabled to sites of social infrastructure, use of transport, transport communications, means of communication and information), 25 (guaranteeing employment of the disabled).
    Amends Law on the Employment of the Population introducing wording changes to articles 2 (employment of the population), 3 (recognition as unemployed), 4 (appropriate job), 7 (additional guarantees of job placement for certain categories of population), 10 (right to job placement), 13 (labor activity of the citizens of the Republic of Uzbekistan out of the country and the labor activity of foreign citizens in the Republic of Uzbekistan), 16 (competencies of the Ministry of Labor and Social Protection of the Population and its local bodies in the field of employment), also minor changes to articles 17, 18, 22, 27.
    Amends Code of Administrative Responsibilities supplementing article 47 (failure to fulfill the duties of upbringing and educating) with a new part, rephrasing article 50 (violation of the legislation on the employment of the population), supplementing it with the new articles 51 (1) (violation of the legislation on the social protection of the disabled), 179 (4) (violation of the legislation on stock activity) changing the wording of article 99 (violation of the legislation on city construction), introducing minor wording changes, inter alia, to articles 100, 101, 165, 174 (1), 175; amends also Labor Code changing the wording of articles 60 (recognition as unemployed), 68 (additional guarantees for job placement to certain categories of population), supplementing Code with a new article 247 (1) (additional guarantees for the graduates of educational institutions), also introducing minor changes to articles 63, 65, 72, 84, 90, 107, 119, 149, 150, 160, 258, repealing articles 251, 252.
    Repeals Law No.173-II from 15 December 2000 on the Responsibility of Legal Entities for Violations in the field of Construction (Vedomosti Olij Majlisa Respubliki Uzbekistan, 2001, No.1-2, p.21).

    Amends the Law on Provision of Pensions for Citizens, inter alia, affecting articles 8 (Pensions in case of incomplete lengh of employment), 9 (Pensions with favorable conditions), 12 (Right to favorable pension with reduction of general age of five years) and 15 (Conditions for pension granting) of the Law on State pensions provisions.
    Cancels article 50 of the Law while modifying para 2 of article 66 (Means for pension payment).

    Supplements part 2 of article 100 of the Labour Code with minor changes regulating issues related to pension age, changes article 102 regulating issues related to dismissal of employees due to technological changes in the production process and provision of pensions to these employees. Introduces minor wording changes to articles 104 (Forfeit pay in case of anticipatory termination of short-term contracts) and 234 (Leaves for taking care of children under two and three years old). Amends article 290 regulating issues related to disability pension provision.
