Makes some major amendments to the National Provident Fund Act, 1972. Substitutes sections 2, Parts II to X and inserts a new Part XV. The amendments re-establish the corporate body known as the Samoa National Provident Fund Board as the Samoa National Provident Fund with a Board of Directors and amends its governance, administration and operations for the benefit of members.

Amends the 1989 Act sections 2 (definition of "accident"); 4 (continuation of corporation); 13(1); 16 (workers); 16A (insertion of new section on workers' spouses); 18 (accidents which occur outside of Samoa); 22A (insertion of new section on double payment of compensation); 23(2)(b)(ii); 24(2); 26 (compensation in case of death); 27(2)(a), 28 (all to do with increasing payments; 33A (insertion of a new section on care living allowance); 33B (insertion of a new section on mobility allowance); 41 (section deleted and replaced with new section on limitation of time for submitting claims); 68A (insertion of new section on special payments upon death or injury). Also inserts a new Third Schedule.
