Establishes, inter alia, a provision on the procedure of organizing attestation of workplaces by working conditions and hazardousness of equipment, according to the attached appendix No.1; establishes the provision on the procedure of granting qualification certificate to specialist of attestation according to appendix No.2; orders the Ministry of Higher and Secondary Professional Education to include in study courses special sections on the occupational safety; also orders other state executive bodies to carry out certain activities for the perfection of measures for occupation safety.
Introduces appendices No.1, 1a, 1b, 2, 3,4, 5, 6, 7, 8 for the Provision on the procedure of organizing attestation of workplaces by working conditions and hazard of equipment; appendices 1-4 for the Provision on procedure of granting qualification certificate to specialist of attestation.

With the aim of implementation of the Law on Combating the Spread of the Disease Caused by the Human Immunodeficiency Virus (HIV) Infection and for further realization of measures to combat HIV approves the state programme, which includes, inter alia, elaboration of regional and branch plans for combatting HIV, organization of explanatory works with the youth with the aim of awareness raising in the prevention of the infection, annual medical survey of migrants, testing 100 % of persons preparing to get married, providing preventive measures, carrying out special epidemiological researches, providing the HIV infected with legal and other support, free of charge therapy, implementation of control over the medical procedures, implementation of measures to prevent the transmission of HIV from mother to child, providing the medical institutions and laboratories diagnosing HIV with all of the needed equipment; also includes the financial means provided for each of the components.

With the aim of implementation of the Law "On Psychiatric Care" and at the further perfection of psychiatric service, establishes the list of medical psychiatric contraindications for certain types of professional activity and activity related with a source of higher hazard as introduced in appendix No. 1, also establishes the rules for undertaking compulsory psychiatric examination of workers performing certain types of professional activity, as introduced in appendix No. 2.

Provides, inter alia, for State policy in the field of occupational safety, guarantees in the implementation of workers' rights for occupational safety, and State control and sanctions in the event of infringement. Put into force by Decree of the Supreme Soviet of 6 May 1993.

Under the Law, the following are the main principles of the state OSH policy:
- priority of the life and health of the worker over the results of the enterprise activities;
- coordination of OSH activities with other areas of economic and social policy;
- establishment of uniform OSH requirements for all the enterprises irrespec tive of their form of ownership and management;
- ensuring environmentally safe labour conditions and systematic control of the environment in the workplace;
- supervision and monitoring of universal compliance with OSH requirements at enterprises;
- state participation in funding OSH;
- training of OSH specialists at higher and secondary specialized education institutions;
- providing incentives for the development and introduction of safe technol ogy and means of protecting workers;
- wide scale use of the achievements of science, technology and the best domestic and foreign practices in the field of OSH;
- free provision of workers with special work clothes and footgear, individual protection means and medical preventative nutrition;
- the conduct of a tax policy that stimulates occupational safety and health at enterprises;
- mandatory investigation and registration of each occupational accident and occupational disease case and on that basis keeping the public informed about the levels of occupational accidents and diseases;
- social protection of the interests of the workers who have become victims of occupational accidents or diseases;
- all round support for the activities of trade unions and other non governmen tal associations, enterprises and individuals in the field of OSH; and
- international cooperation in dealing with OSH problems.
